write_segments: write_segments Function
In langdoc/FRelan: Parse and analyze ELAN files

This function takes the ELAN file and writes the found time codes into '.segments' format used by pyAudioAnalysis

`eaf_file`	ELAN file
`tier_prefix`	Tiername prefix that specifies wanted items
