Description
Create a weighting for the fishing mortality rate when the
fishing mortality rate is recorded at a larger time step than the tag
release and recovery time step. The weighting is based on tag recoveries
at the tag time step. Weights average to one for a given area.
Usage

mmmWeights(tags, step = "month", nrows = 12L)
Arguments
tags
mmmTags() See mmmTags().
step
character() Currently implemented for "month" only.
Must equal the step element in tags.
nrows
integer() Number of rows
Value
A matrix of monthly weighting for fishing mortality rates.
