This is a resubmission

• hopefully fixed the examples running > 10s with donttest

This is a fix to return the package to CRAN

• removed old dependencies (rgdal, sp, rgeos)
• updated documentation to follow most recent CRAN guidelines
• new maitainer as confirmed by the original maintainer here: https://github.com/marcosci/layer/pull/16#issuecomment-2610508552
• drastically reduced package size by reducing the image size in the docs
