Install a package to developer's library

1	install.devlib(fname, pkg, ver, ...)

`fname`	character, path to package file, tarball in *nix or zipped binary version on Windows
`pkg`	character, name of the package
`ver`	character, version of the package
`...`	other arguments passed to `install.packages`
