Description
ImproveHucMeta extracts the metadata to stash in a usgsDataRetrieval
database for an individual product. It gathers the attributes returned by
dataRetrieval::readNWISuv , supplements siteInfo with startTime and
endTime for each station in UTC to assist appending the records.
