In nteetor/tinsel: Transform Functions using Decorators

Resubmission

This is a resubmission. In this version I,

• Added the tinsel_example function to make adding example sections possible.
• Added example files. These files are found in inst/exfiles.
• Added example sections to help pages.

Test environments

• local OS X install, R 3.3.2
• ubuntu 12.04 (on travis-ci), R 3.3.2
• win-builder (devel and release)
