This function deletes a ConfigEntityYear.
Usage

deleteConfigEntityYearDistrict(ConfigEntityYearID, EntityID = 1)
Arguments
ConfigEntityYearID
The id of the ConfigEntityYear.
Run getAllConfigEntityYears for a list of ConfigEntityYears.
EntityID
The id of the entity. Run getAllEntities for a list of entities.
Value
The id of the deleted ConfigEntityYear.
