A dataset that defines how expenditures will be allocated to implan
sectors, prepared from 'system.file("extdata", "master-implan-sectoring536.xlsx", package = "implan")'

A data frame with 247 rows (uniquely identified with category-sector) and 6 columns:
- group
"Ind" or "Comm"
- category
spending category (e.g., "Food - Groceries", etc.)
- sector
implan sector ID
- description
implan sector description
- share
share of category to be allocated by sector
- retail
"Yes" or "No"
