Year Definitions

In the process of developing the package, there are generally requests for reporting from the perspective of grant years. That is, the program grant exists for some number of years (which can span multiple renewals). Other timeframes are possible, and this document outlines my thinking in this space.

Program Grant Years

I use program grant years in the form of "Y01", "Y02". This does require knowing the initial funding point (e.g., 2005-09-01). This is currently hard-coded in the package for the U54, but should clearly be abstracted out for the purposes of generalizability.

Fiscal Years

The organization that holds the grant has fiscal years, as does the granting agencies. And of course, these don't necessary align (with anything). So is the concept of a fiscal year worth trying to
