user_petitions: Get petitions created by a given user
In supersambo/change.org: A wrapper for the change.org API

This function returns the petitions a user created

1	user_petitions(petition_id, api_key)

`api_key`	character vector of a valid API key.
`user_id`	id as returned by `user_id` or taken from userprofile url

A data.frame containing petitions including details.
