Generate the hydrograph and exceedence probability plots for a given set of forecast data
Usage

Arguments
frcst
forecast data structure of quantiles
frcstTime
time frcst issued - POSIXct object must be in index of frcst
lvl
numeric vector containing named values ”alert” and ”warning”
stt
Station identifier - used both to label the plots and in the filename
outFile
String specifying the file to generate the plot in
errMsg
String containing any error message to add to the plot
