wtcooper/modUtils: Collection of utils for model building and tuning.

A collection of utilities for data pre-processing and tuning -- dummy coding, removing high VIF, near zero variance, class balancing, and some model evaluation functions (e.g., confusion matrix values, custom caret::summaryFunction for mutliclass models).
