xinye1/xltools: Xinye Li's R Toolkit

This is a pack of useful functions for xinye Li's daily use, authored also collected from all over the place! If a function or a piece of code is collected from someone else it will be referenced clearly. The package includes: calculations (e.g. finding the week commencing date), common commands (e.g. database connections), constants (e.g. EPSG projection CRS objects), and other useful datasets or sample data.
