In xytangtang/ProcData: Process Data Analysis
This is a resubmission. \value tag is added in print.summary.proc.RD. No reference is needed in DESCRIPTION.
In addition, the package was archived because of the use of std::random_shuffle.
It has been replaced by Rcpp sample.

- win-builder (devel and release)
