Description
Builds a package index HTML file, iff missing.
Usage
buildPkgIndexHtml(...)
Arguments

Not used.
Value
Returns (invisibly) the absolute pathname to the built index.html file.
If an index.html file already exists, nothing is done and NULL
is returned.
