Given an integer vector whose i^\mathrm{th} element is the
number of runs at level i, return a subset object in echelon
form.

In this context, x being in “echelon form” means that
x is consistent in the sense of passing
is.consistent()
For each i, x[[i]] = 1:n for some n.
