Affect randomly the individuals to the clusters.

1	affect_rand(nObs, nClust)

`nObs`	Number of observations.
`nClust`	Number of clusters.

Affect randomly the individuals to the clusters providing no empty clusters.

A [vector] of length 'nObs' containing the affectation to the clusters.

Meant to be used internally.
