announce: cat and flush console
In odfWeave: Sweave processing of Open Document Format (ODF) files

This function is a wrapper for cat with an immediate flush of the console

1	announce(verbose = TRUE, ...)

`verbose`	a logical for printing
`...`	arguments passed to `cat`
