Australian Bureau of Meteorology approximation
WBGT = 0.567 * T + 0.393 * e + 3.94, with e the vapour pressure in hPa.
It assumes moderately high solar radiation and light wind, so it
overestimates WBGT in cloudy or windy conditions and at night. Use daily
maximum temperature for afternoon conditions. For the physical outdoor
model see wbgt_liljegren().
