Description
First check whether such a table with one row exists, if so, don't overwrite.

Arguments

A valid SQLiteConnection database connection to
dbWork.
Details
The table modification_status consists of one row/record/entry and has
two fields:

status with value FALSE/0 for not modified and
TRUE/1 for modified.

time_stamp with the POSIXct value of the
last time the status was updated.
