Arguments
uncertainty
*FLStocks* with list of *FLStockR* objects and iters
eval.yrs
evaluation years of forecast
dB
computes change in percentage biomass to refyr
refyr

rel
if TRUE ratios B/Btgt and F/Ftgt are shown
