Get Overview on Available Data

1	get_data_summary(user_id, spot_id)

`user_id`	user identifier (see `api_get_users` for available users)
`spot_id`	bathing spot identifier (see `api_get_bathingspot` for available bathing spots

data frame with one row per type of data and columns from (date of earliest record), to (date of latest record), n (number of records)
