provide_input_data: Provide Input Data for the Model Calibration

Provide data in the list format as returned by Carsten Vick's import function

1	provide_input_data(user_id, spot_id, require_hygiene = TRUE)

`user_id`	user id
`spot_id`	bathing spot id
`require_hygiene`	logical. If `TRUE` (default) the function will raise an error if there are no hygienic data
