Arguments

The name of the source file (e.g. "TRACI_2.1_v1.parquet")
subdirectory
The name of the package where the source file is stored on
Data Commons including any subfolders (e.g. "lciafmt/traci_2_1")
debug_url
The Data Commons base url, including directory and subdirectories
