stsSlots: Generic functions to access '"sts"' slots

Description
For almost every slot of the "sts" class, package surveillance
defines a generic function of the same name (except for the population
method where the slot is actually called populationFrac, and
alarms, where the slot is actually called alarm) as well as
a replacement version (<-) to extract or set the corresponding slot of
a sts object.
