power_law_mcf
implements the mean cumulative function
(expected number of failures at time t) for a Nonhomogeneous
Poisson Process (NHPP) with Power Law Intensity Function
(Crow-AMSAA model) given lambda (scale) and beta (shape)
parameters/parameter estimates.
