grow_shoots: Grow Shoots
In tylermorganwall/raybonsai: Procedurally Generate and Render 3D Trees

For each existing shoot on the tree, grow an additional shoot that extends it; then prune some of them away

1	grow_shoots(time, shoots, param)

`time`	Branch depth.
`shoots`	Number of shoots.
`param`	Parameters defining the tree.
