Apply optimality criterion 1 on %greenness time series

`mean_doy_norm`	matrix with %greenness time series in rows
`cut240`	`TRUE` (default): Cut at DOY 240
`x_vec`	Optional vector of DOYs
`uROI`	`TRUE`: uROI, `FALSE`: sROI. Default is `TRUE`
`settings`	MAtrix with settings, only for sROI.

List with max_f, the matrix of OC1 values (in constant and linear version) for each row of mean_doy_norm and wm1 and wmx, the indices of the best ROI regarding constant and linear versions.
