monitor_noDataPlot: Create Blank Plot with "No Data" Message
In PWFSLSmoke: Utilities for Working with Air Quality Monitoring Data

Creates a blank plot that indicates there is no data for the monitor of interest.

1	monitor_noDataPlot(ws_monitor, monitorID = NULL, cex = 2.5)

`ws_monitor`	ws_monitor object
`monitorID`	id for a specific monitor in the given ws_monitor object
`cex`	text size of "No data for"; monitor ID is one size smaller
