Default Tukey bisquare psi-function with c = 4.685.
Description
Pre-built psi_func_rcpp from makeBisquarePsi with
the conventional tuning constant c = 4.685 (\approx 95\%
efficiency at the normal model). The bisquare redescends comparatively
fast; lqqPsi is the recommended redescender.
