Usage

bind_excess_job(tabflows, matcost, idpol, idori, iddes, idflow, variable,
  modal)

Arguments

tabflows	A long table of flows
matcost	A squared matrix of cost
idpol	A squared matrix of cost
idori	A squared matrix of cost
iddes	A squared matrix of cost
idflow	A squared matrix of cost
variable	A squared matrix of cost
modal	A squared matrix of cost

A squared matrix of flows
