bs4TooltipServer: Create a Bootstrap 4 Tooltip from the server side
In RX-PBB/bs4Mash: A 'Bootstrap 4' Version of 'shinydashboard'

This replaces the shinyBS tooltip feature that is not compatible with Bootstrap 4
