Continuous_mono: Set monotoncity for Continuous bins

Description
mono calls the bin function with the requested
monotoncity. The variable is discretized while enforcing the monotonicity.
The possible values are:
0 No monotoncity enforced - the default.
1 Increasing monotoncically with the y
-1 Decreasing monotoncically with the y
2 Either increasing or decreasing montonically with the y
Arguments
m
the monotonic relationship to enforce.
