#' commit any changes to the metadata history git repo

#' are committed and pushed upstream.

#' @note This function uses \code{\link{lockSsymbol('metadata_history')}} to protect
#' access to the git repo, but this function \emph{must} be called within an EXCLUSIVE transaction
