roundtimetoreso rounds first and last irregular timestep to
next or previous regular timestep.
Usage

roundtimetoreso(df, reso, pos, tz)
Arguments
df
input data.frame.
reso
numeric, desired output time resolution (in minutes). See
Details for more information on data aggregation.
tz
specify the desired time zone. Default is "UTC".
