Set car congestion

Description

Verifies if and which congestion mode to use and applies it.

Usage

set_new_congestion(r5r_network, new_carspeeds, carspeed_scale)

Arguments

`r5r_network`	A routable transport network created with `build_network()`.
`new_carspeeds`	A df or sf polygon.
`carspeed_scale`	Numeric > 0.

Value

Invisibly returns TRUE.
