Initialize an Class called LandAllocator

New, initialized LandAllocator

mRegionName: Region name
mFinalCalPeriod: Final calibration period
mChoiceFunction: Logit type & exponent for the top level of the nest
mLandAllocation: Land allocation for this region
mShare: Share of land
mUnmanagedLandValue: Unmanaged land value for the allocator
mChildren: Children of the LandAllocator
