getMonths: Get months
In USGS-R/repgen: USGS internal report generation

For a report, return a list of all months with data (sorted) in format 'YYMM'.

1	getMonths(reportObject, timezone)

`reportObject`	a UV Hydrograph report
`timezone`	the timezone to parse read time series into

list of months, sorted, as 'YYMM'
