parseVerticalFlagLabelSpacing(flags, limits)
Arguments
flags
list of vertical flags (time/comment pairs)
limits
the lims that the vertical flag labels should not leave
Value
list of named items (x, xorigin, y, r, label) which desribes where/how to to place each label
