Check change of infection status of cows

1	change_infection_status(cows, i, month, area_table, areas, param_sim)

`cows`	See cow_table.
`i`	The number of months from the start of the simulation.
`month`	The month (1, 2, ..., 12) of month `i`.
`area_table`	See area_table.
`areas`	See setup_area_table and tie_stall_table.
`param_sim`	A list which combined param, a result of `process_param()` and a result of `calc_param()`.
