infect: Change infection status of new infected cows

Update infection_status, date_ial and cause_infection of cow_table and cow_status of areas.

1	infect(cows, areas, area_table, infected_cow_id, cause, i)

`cows`	See cow_table.
`areas`	See setup_area_table and tie_stall_table.
`area_table`	See area_table.
`infected_cow_id`	`cow_id` of new infected cows.
`cause`	A cause of infection.
`i`	The number of months from the start of the simulation.

A list composed of cow_table and areas.
