A constructor function which takes an Affymetrix oncoScan tabulated
file as input, possibly in a compressed format (.bz2 or .gz).
This can be either a 'ProbeSets,CopyNumber.tsv'
alone, or merged with its
corresponding 'ProbeSets,AllelicData.tsv'
