Arguments
start_time
start time, format "YYYY-mm-dd HH:00"
end_time
end time, format "YYYY-mm-dd HH:00"
aws_dir
full path to the directory of the AWS data.
Example: "/home/data/MeteoRwanda_Data/AWS_DATA"
