Format timestamps according to the DIAX ISO 8601 convention

Description

Per the DIAX specification, timestamps are "Y-m-d H:M:S" when the timezone is unknown, or "Y-m-d H:M:S Z" (offset appended, no colon) when it is known.

Usage

.format_diax_time.aidR(timestamp, timezone_offset)

Arguments

timestamp	A vector of timestamps, in local time.
timezone_offset	A numeric vector (same length as timestamp) with the UTC offset in hours, or NA where the offset is unknown.

Value

A character vector of formatted timestamps, e.g. "2025-09-27 14:02:20 -0400" when the offset is known, or "2025-09-27 14:02:20" when it is not.
