Set initial values

Sets initial values specified in a list.

set.initial(pars, dml, initial)

`pars`	character vector of parameter names
`dml`	list of design matrices created by `create.dm` from formula and design data
`initial`	list of vectors for parameter initial values

List of initial values for each parameter in the model
