Converts a timezone offset into a rotation
Description
Given a timezone offset in hours returns a rotation in radians to apply to values for a diel plot.
Usage
tzRot(tz, init = pi)
Arguments
tz
Timezone numeric
init
Initial rotation. Defaults to pi.
