Arguments
aLandAllocator
LandAllocator that needs set up
aRegionName
Region
aData
Data needed for setting up this node
aColumnName
Column name with the parent
aScenarioInfo
Scenario-related information, including names, logits, expectations
aGhostShareData
Information on ghost shares
Details
Setup a LandNode level of the land allocator. This includes
reading in external data, creating LandNode nodes.
