getRstoxEnv: Set up the RstoxEnv

Description
getRstoxEnv initiates the RstoxEnv environment if not existing.
getRstoxDef gets an Rstox definition.
initiateRstoxEnv sets up the Rstox environment with the definitions. To get these definitions, use getRstoxDef().

Arguments
name
