getBinDuplication get duplication rate for a subset of the duplication matrix

1	getBinDuplication(p, stepSize, DupMat)

`p`	The vector of bins
`stepSize`	The window size
`DupMat`	The duplication matrix calculated by `analyzeDuprates`
