In rt: Interface to the 'Request Tracker' API

Comment on a ticket

1	rt_ticket_history_comment(ticket_id, comment_text, ...)

`ticket_id`	(numeric) The ticket identifier
`comment_text`	(character) Text that to add as a comment
`...`	Other arguments passed to `rt_POST`

(numeric) The ID of the ticket
